A Simpler Guide to the New 2026 RTO Rules
From the start of 2026 indian ministry of road transport and highways update the new important changes to make roads safe and digital and encourage the cleaner vehicles to run on the road if you are buying a new vehicle or older one or just renew your license these update you need to follow
Here’s a straightforward guide to help you understand what’s new.
Your Safety First: New Must-Have Safety Gear
Two major safety rules kicked in on January 1, 2026:
ABS for All Bikes: Every new two-wheeler sold now must have an Anti-lock Braking System (ABS), including smaller 100cc-110cc models.
More Airbags: Most new cars are now required to come with 6 airbags as standard equipment.
Driving Licenses Go Digital & Contactless
Getting or renewing your Driving License (DL) is now mostly online:
Skip the RTO Test: If you get trained at a Government-Accredited Private Driving Training Centre, your certificate is enough—no need to take the driving test again at the RTO.
“Faceless” Services: To use over 20 online services (like address changes), you must link your mobile number to Aadhaar on the Parivahan portal.
Aadhaar is Key: If your Aadhaar matches your DL records, you may never have to visit an RTO office for many tasks.
Older Vehicle Rules & Scrappage Policy
The rules for older vehicles are now stricter, with a push towards cleaner roads:
Automated Fitness Tests: Manual checks are being phased out. Vehicles older than 15 years (private) or 10 years (commercial) must pass a test at an Automated Testing Station to stay on the road.
Benefits for Scrapping: If you scrap a 15-year-old car, you can get:
- 25% off road tax on your next car.
- No registration fee for the new vehicle.
- A scrap value of 4-6% of the new car’s ex-showroom price.
BH Series for More People: More private-sector employees (whose companies have offices in at least 4 states) can now get Bharat (BH) Series registration for easier relocation.
Digital Tools: mParivahan & e-Challan 2.0
Digital enforcement and services are now more connected:
- Share Documents Digitally: You can legally share your Virtual Registration Certificate (RC) with family through the mParivahan app for them to show to police.
- Insurance Linked to Fines: Unpaid “blacklisted” traffic fines may now stop you from renewing your vehicle insurance.
- Real-Time Pollution Checks: Pollution Under Control Certificates (PUCC) update in real-time. You’ll get an SMS if it expires, and failing to renew it within a week could lead to an automatic e-challan.
